SSp1: Construction Activity Pollution Prevention
This prerequisite is intended to limit the amount of erosion, dust and water sedimentation created by construction activities.
Requirements: You must create and implement an “Erosion and Sedimentation Control” Plan (ESC) for all of your construction. This is achieved by preventing the loss of soil loss during construction by water or wind, protecting your topsoil for reuse, preventing sedimentation of storm water runoff, and prevent polluting the air with dust particles.
Comply with Phase I & II of the National Pollutant Discharge Elimination System (NPDES) outlined in the Construction General Permit (CGP). This applies to all jobs, even those less than 1 acre.
Strategies: Try and create a plan during the design phase of the project. Use techniques such as mulching, seeding, silt fences and other SWPPP strategies.

Why?: Rivers and streams are being polluted heavily by sediment runoff from construction sites. This erodes our topsoil and pollutes our water, killing fish and creating the need for more filtration in order to use the water. Fines for pollution can be very high compared the price of implementing a pollution prevention plan.
